Reliable Lockout Tagout Program — Hazardous Energy Control

A lockout tagout program is a written and practical safety system for controlling hazardous energy during maintenance or servicing. It defines how equipment is shut down, isolated, locked, tagged, verified, and returned to service. OSHA’s primary standard for control of hazardous energy is 29 CFR 1910.147. It applies to servicing and maintenance where unexpected startup or release of stored energy could injure employees. The standard requires an energy control program, written procedures, employee training, lockout tagout devices, periodic inspections, and specific rules for applying and removing energy control devices.

OSHA rules require employers to establish an energy control program, use appropriate lockout or tagout devices, document machine-specific procedures, train authorized and affected employees, and inspect procedures at least annually. Tags must warn against operation, locks must be durable and identifiable, and equipment must be verified as isolated before maintenance work begins.
